2 = (6 * 4) / (9+3)

3= (9 * 8) / (13+11)

? = (14*5)/(9+1) =7

So the missing number 7

"Per the first circle...

Treat the outermost numbers on the left (4 and 9) and right (3 and 6) as columns. Subtract the lesser from the greater number in each column. That gives you 5 (left) and 3 (right). Subtract the lesser from the greater of these, which leaves 2 (center).

Repeat this for the second and third circles." As per that the answer is 1.
